933. Your 664. A. It is unlikely that Cantonese
will allow us to stop river traffic and troop movements
under guns of their forts. This articularly applies
to the region of Chinklang and Nanking. Difficulty
(is being) experienced in maintaining supply of
essentials to ships above the forts. Interference with
troop movements will be difficult to effect without
considerable loss of life. B. Seizing the Wusung forts
would not necessarily affect Nationalists up the river
and will mean entrance to ?(remaining) to Cantonese.
3. Hanyang quite practicable. T. Was made by military
who will explain,
